When there is a delayed penalty like that, why do they pull the goalie and add an extra person on the ice?  Just like they do near the end of game where a losing team would do the same thing.
I know the play stops after the opposing team touches the puck.

When there is a delayed penalty like that, why do they pull the goalie and add an extra person on the ice? 

To get an extra attacker. They could still screw up and pass it into their own net or something, but I've never seen it happen. (yet)

start the PP right away, nothing to lose because the whistle blows as soon as the other team touches it
