Pretty sure basketball is the same way. Sports are just so fast these days it's too easy to miss important stuff.
On these type plays, the game is already slowed down because there's always some dude laying on the ice holding his face. (whether he actually takes a hit to the head or not, they're pussy programmed now to pretend they've been shot.)

There is a lot of inherent delay, especially with the match penalty call.
First off, many times, the refs take up time, separating opposing players from each other, who may have attempted some retaliation, for the original infraction that is under consideration for penalty.
Secondly, then the refs usually meet up, in their little, safe, half-circle area, to discuss things, sorting out what is what. Sometimes the ref puts the offender in the penalty box, while referee discussions continue. Again, more time taken up.
Then, like you mentioned, Mick, a possible injured player on ice, gets medical attention, if needed, adding more game delay.
IF the match penalty is affirmed, offending player is oft times escorted by the ref, then we have the delay that occurs while coaches get explanations, as to the circumstances of the decision.
Add in a possible network decision to then take a commercial break, and you’ve got PLENTY of time for a Toronto review. Certainly no worse than the goalie interference stuff!! And a match penalty doesn’t happen THAT often!!
