The obvious reason being the other GMs have a better idea of who and/or what to protect.  Most GMS treated this expansion draft like a pickup game.  They protected the "stars  and/or future stars only, with contracts being secondary concern and what players to keep from Vegas being last.

The Seattle GM, who will more than likely not be as good as GMGM, will also now have to face the GMs
after going through this draft format once. . ..

I don't know that contracts were a "secondary concern."  The problem for many GM's was that they were REQUIRED to protect players with no-movement contracts, which hamstrung a number of them.

No team has ever been given the advantages VGK were. The league has to learn from  this and not do it again. Expansion teams shouldn't be cup threats out of the gate.

Yes, they are at a tremendous disadvantage. but if they were built and designed good enough to do that. than more power to them.

Keep in mind, the NHL/NHLPA assuredly didn't want a Cup threat the first year,  they just didnt want the team to be in the cellar for 5 or more years. GMGM had an unexpected strategy and was able to grab the right players with the right contracts for his system fro the other GMs.

Which is why Seattle should get the same advantages, and let them try to do it as good or better than GMGM did.

So what, how long did they know there was going too be an expansion draft?  How many NMCs did they unload to their "approved teams" before?

But even without NMCs, how many teams protected a players with high dollar contracts while leaving comparable players with 2-3 years at cheaper contracts unprotected?
