So the vendor that Bells used in VA was acquired by a diff one in VA, so what I gather is that there was not an agreement with the new company that vends In VA so bells will have to leave for a set amount of time and then be able to re enter VA with a diff vendor of their choosing after that gap of time.

the article I read said Bells was mad at Virginia but didn't elaborate, thus was withholding their products in protest. I don't remember where that article was though..
