Is there icing in a power play?

During the Caps PP, Avs got the puck and sent it down.
Crop got the puck and held it for someone.
Wouldn't it make sense to let it go to icing, so we can get the FO on their side? more PP time.

There is NO icing if you're on the PK, only ir you're on the PP
