This team isn't your typical expansion team. The rules for the expansion draft helped this team out immensely. Bettman wanted this team to be competitive immediately to sell hockey in Vegas and ensure the team survives.

I agree. I think they are as deep as any team in the league. Hard to defend when your 3rd line is as good as your 1st line.

It wasn't intended to be so literal. I am aware that this isn't a typical expansion team and that the player protection rules are wickedly more beneficial to the expansion team than they were the last time the NHL admitted new teams.
